Offstumped – Countering Pakistan’s Salami Tactics

For days we have been debating on what the strategic response ought to be to the War on Mumbai. While broad contours have been emerging in the media, it is far from clear what would be the most effective strategy and if the present Government has the will and the wherewithall to follow through on such a strategy.

While minds brighter than this blogger will articulate in the days to come possible scenarios for how such a strategy could play out, here are some initial thoughts to foster debate.

Factors to be considered

Any strategy we come up with must factor the following:

– there is more than one and maybe upto 4 competing interests in Pakistan and hence it does not make sense to have a single Pakistan strategy but multiple sub-strategies to engage or deal with each of these competing interests

– most of these competing interests can get behind a common enemy India if directly threatened

– most of these competing interests have by design or default perfect the art of Salami Tactics where by they can perpetually lock India in a low intensity conflict

– a hallmark of the Pakistani Art of Salami is the use of non-state actors so agencies of the Pakistani State always have a degree or two of separation

– The Ultimate Shield for this Art of Salami is the Islamic Bomb. Not all of these competing interests need access or control of Nuclear Weapons, the mere fact that they exist gives all of them the necessary strategic cover from an all out Iraq style invasion

– While some of these interests directly threaten the USA none of them affect China directly atleast not to the extent that a Democracy like USA, India or Israel would be affected. Therein lies the next layer of strategic cover from an all out Iraq style invasion for China would never stand for it.

So given these factors what kind of a strategy would be effective against the many competing interests of Pakistan.

Characteristic #1 – It must recognize the many competing interests

– Identify the many power centers

– understand their near term and long term goals

– articulate where their interests should lie

Characteristic #2 – It must never pose a common threat to Unify them

– Never threaten all out war and unify them

– Every step and move must be calibrated to play one against the other

Characteristic #3 – It must seek to isolate the State agencies from the Non-State actors

– Find wedge issues that hold out incentives to one group and costs to the other

Characteristic #4 – It must seek to insulate Chinese interests from the fate of individual groups

– Provide China with a stake in the future of Pakistan

– Ensure Chinese interests are preserved irrespective of which faction ultimately prevails in Pakistan

Characteristic #5 – It must deprive the competing interests the shield of Nuclear Deterrence without directly threatening the nukes

– This is the key characteristic

– As long as that shield exists, Jihadi terror will always find sponsors and safe havens in Pakistan

– But it must be done without physically affecting the status of the Nukes to avoid the risk of an accident or conflict

While these initial thoughts need to be further baked it is increasingly clear that

– an all out threat of invasion similar to Operation Parakram would have the opposite effect of uniting the competing interests and hence is not a viable option

– surgical strikes from across the Indian border on specific targets in the heart of Pakistan would carry the perilous risk of a nuclear misadventure given the insecurities of these competing interests and hence are not a viable option

– a U.S or India lead initiative in the UN Security Council will immediately get identified as anti-Islamic and have the counterproductive effect of uniting the non-state actors and hence that too is not a viable option

Hence the Strategy must not be military and must also not be initiated externally.

Which leads Offstumped’s half baked thinking towards a path that

– it has to precipitate a crisis within Pakistan

– it must pit one competing interest against the other

– it must raise serious doubts about the safety of Pakistan’s Nukes within the competing interests to the point where they dont trust each other but are also scared for their safety

– it must culminate in governing interests within Pakistan calling for external intervention to ensure their very survival

– the external intervention is conditional on the grounds of protecting various interests

– the external intervention becomes semi-permanenet to become the basis for balkanization and containment

  1. The one sure thing that needs to happen for India is that a BJP government (a “Hindu Nationalist Fascist Nazi Fundamentalist Government”) needs to come in. A government that has the will to usher in true secularism: putting a screeching halt to the appeasement of muslims and christians which has given rise to the progressive emboldening of radical muslims/christians and the progressive shrillness in the voices of pseudosecularists.

    This action alone will lead to the beginning of a *non-bailable* disintegration of Pakistan, by which I mean that the IMF, uncle, and aunty alone will not be able to pull TSP out of the gutter.

    I have no expectations of any response from the current gevernment, which is actually good news, since the UPA does not have even the faintest shadow of a clue what is happening, so deep is the hole of appeasement which it has dug for itself. Any dispensation with the appeasement of muslims/christians as its platform cannot and should not be allowed to govern India. Any action that it takes will be superficial, foolish, and will make matters worse.

  3. In my humble opinion, it is very easy to blame pakistan for all our problems. Pakistan is for sure involved, but do you really think there is not local involvement. Offstumped makes the same mistake as most people by focusing too much on pakistan. Islam and Indian islamists (I contrast this with muslims who are decent humans) are equally to blame. I think the minimum steps that need to be taken are the following-

    Abolish any state funding to madarasas
    Strictly regulate them
    Introduce uniform civil code
    Strengthen hindu values in education

    The abrahamic religions are intolerant and cannot coexist with hinduism and the sooner we recognise this and come off our 2000 year stupor, then dharma will be re-established. Until then I am afraid the last week events is just a trailor of the movie waiting to be unleashed. Arise, Awake and Act

    We have been threatened by this “nuke” bogey for far too long. What is pak. doing to US when it is getting constantly hit on the West side? Anyways here’s my plan.

    1. Invite Pak Amb. over some nice chai and samosas.
    2. Tell him politely but firmly that Pak should hand over Masood Azhar, Hafiz Saeed the LeT leader and Dawood Ibrahim. Also tell him that even internationally these guys have been labeled as terrorists/criminals and Pak should hand over them immediately. ISI should also be brought under civilian control. This is a take-it-or-leave-it offer.
    3. If he agrees to 2 (then probably pigs will start flying??), no war no surgical strikes no violence. Everyone can go home and India strengthens its border security.
    4. Most probably he won’t agree to “give” anyone to India. Then we should start surgical strikes at LeT and JeM camps in POK and NA (not too frequent but enduring at the rate of only 1-2 per week). India should use Zardari’s statement that Pak is also a “victim” of terror and tell him that it is not against Pak govt but in fact helping the govt (and country) by “taking out” terror which the govt itself can’t take out. The same thing should be told to the “world” as justification for these strikes. He should be told again politely but firmly that even if he uses 1 N-bum against any city his country will be history.

    Some people are talking about using water as weapon. This is a very bad idea IMO, would be construed as an act of war and unnecessarily would turn “world” opinion against India. Plus u don’t want to make every Paki wage a war against India. That war is unwinnable and would have a huge cost.

    Public pressure be brought on the government to deport all the illegal Bangladeshi migrants immediately. For the present they should be rounded up and put up in a camp along with the right activists who may object to such action of the government. We don’t want either the Bangladeshi illegal migrants nor any activist who takes up the causes of illegal migrants. They are a great security risk and potential terrorists.

    Its already happened. Mehsud and Fazlullah have offered a ceasefire which the paki army is considering. Already the army spokesman has described these 2 as patriotic pakis. Infact a senior military official told journos in islamabad that ‘we have some misunderstanings with Masud and Fazlullah and no big issues with the militants in the pak afghan tribal areas.’

    1. When will they be identified?
    2. If they have been, when will they be tortured?

    Flying over Afghanistan, aircraft can reach NWFP in Pakistan in less than an hour. This aggressive gesture is to show that India has the intent and the means to bomb terrorist training camps in NWFP.

    India cannot afford an all out war with Pakistan. We have tried all other options too even operation ‘Parakram’ and it turned out to be a damp squib.

    There is only one alternative. Pay them back in the same coin with covert operation. We should also set up several organisations with the sole intent to create subversive acts all across Terroristan with much more intensity. If the world at large is a mute spectator when we suffered and are still suffering, we can also indulge in such activities. The intention should be very clear. The government should overtly should stay clear of any activity and at the same time give all assistance for the subversion of the terrorist country called Pakistan. Terroristan is not ruled by any civilian elected government, but only the writ of the Terroristan Army and its Terror wing ISI runs. Rather the civilians rule there till the terroristan army and terror outfit ISI want them to rule. So the government should engage in cosmetic talks with the puppet heads of government and do everything covertly so that this terror land is laid barren economically and physically.

    Perhaps this is from a layman’s rhetoric from an agitated mind after seeing the repeated assault of this terrorist pigs on our soil.

    What we need to do in Pakistan/Afghanistan:

    1.A huge Indian Army contingent in South Afghanistan, near the Taliban strongholds – across the border from FATA and NWFP.Eliminate Taliban and Al-Quaeda ruthlessly, and encourage separatist tendencies in Baluchistan. Moral support for Greater Afghanistan or Pashtunistan.

    2.An ultra-secret operation (drones?) on Let and JeM camps near Lahore and in PoK.Just flatten the camps and take out the leadership.Also, request Mossad to help create crack teams to take out Dawood, Chota Shakeel etc.

    3.A joint-operation along with Govt forces and some NATO forces in North Afghanistan.

    4.Support Zardari in Pakistan against all other forces.He is primarily a businessman and understands the need to get rid of Jihadis.

    5.Abolish Article 370.Start demogarphic resettlement in the Valley.Huge real estate ventures in the valley – local Muslims becoming very rich by selling their houses to the DLFs and Rahejas of India.Show the Kashmiri youth what they are missing out on..

    What we need to do diplomatically:

    1.Profess innocence about whatever is happening in Pakistan.

    2.Put pressure on US to eliminate nuclear threat from Pakistan.

    3.Ensure a good PR for India’s actions in the western world.Spend generously on lobbying and gifts to the media.Start a few chairs in some Universities to study India.

    Above all, invest heavily in homeland security.May be Govt could start a National Security Fund and seek donations from corporates, individuals etc.

    Lots to be done..the ideas are there..the people will support if the politicians show the will. But do we have able leaders?

Hunt down all terrorists who were shouting anti India slogans during the Amarnath shrine controversy, in Srinagar, – slogans like …”..teri maut aayi..lashkar aayi lashkar aayi….”. The recruits (potential or current) of jihadi terrorist organizations are very much in India.   19. I find it really hard to believe that we couldn’t eliminate Dawood, Hafeez etc either using Baluch nationalists or by paying arrested militants in J&K.

    Manmohan Singh has already played his card badly by inviting ISI Chief and getting snubbed. Asif Zardari and the Pakistani media, we need to court. Let US handle Pakistani army. And do everything to attribute all forms of terrorism to ISI.

  27. Strategic response:

    External: We need to project the attack as an attempt to divert Pak army from the western Afgan border to the Indian border to ease pressure on AlQaeda. The attempt to seggregate British and US nationals during the attack is also an indication that the attack was not only on India.

    The benefit would be to get together an international task force to attack the terrorist training camps in POK.

    Internal:

    The political power of the local sympathizers of terrorists need to be removed. This requires identification and removal of Pakistani and Bangladeshi nationals who are living in India. (I refer to the statement made by a prominent Mumbai citizen recently on a TV show that Pakistani flags fly freely in Mumbai slums)

    Since this will elicit opposition from the local groups, any group or colony which does not allow identification and removal of Pak/Bangla nationals should be disenfranchised en-masse.

    IOW, any individual who does not swear allegiance to India need not have a vote in the ensuing election.

    These are in addition to the strengthening of the Police force etc.

  28. The good thing in this terrible situation — is the presence of Asif Zardari instead of the military regime of Musharraf or somebody else. Zardari is a corrupt, but shrewd self-serving businessman who knows the art of self preservation. And he is already opposed by the Military institution and the militant north, giving a natural conflict in Pakistan.

    Three forces are at play here ..

    a. India needs to be seen as acting. Political compulsions of the current government dictate that. Obviously on top of India’s agenda

    b. Afghanistan theater and the North western tribal areas need to be secured and not made more porus. This is probably on top of US and NATO agenda

    c. Zardari needs self-preservation and needs to be seen as a defender of Pakistan, not so much the defender of terrorists.

    Zardari can secure the nuclear codes, so having him on the side of US and India is key. He can be pressured on in a way Musharraf could not have been. And then the obvious choice would be surgical strikes aimed at neutralizing the militant north, afghanistan so basically extending the theater from Peshawar to Muzzafarabad… without opening up a theater in Kashmir or Punjab. Will likely give US and India what they want, and a way for Zardari to make statements but not retaliate or risk nuclear standoff.

    The next few days will determine how this really plays out. But I am pretty sure … a infantry attack on the kashmir/punjab border in the winter months is not an option the military strategists would consider lightly.

    I am sick and tired of hearing the same platitudes from the elite and others. Its high time they learnt new adjectives now. All this bullshit is another way of burying your head in the sand and saying terror has no religion. All the people who would go on those candle-light are talking about how US strengthened their security after 9/11 , yes they did and there are two parts to the whole issue.

    First of all is to recognise that there is Jihad being waged by radical Islamists and then upgrading the security appratus. Here everyone from the political class to the pseduos to the middle class want to believe there is no Islamic terror which is ridiculous. They are being selective while giving the example of US. Everyone know the measures they took to do profiling of muslims in US after 9/11. If they had not been so strict with the profiling we might have seen many more 9/11’s there.

Lot of friends in Mumbai are going to the candlelight “Dinner” today and I have had arguments with them on that issue but to no avail.     Its no secret that Indians only act and re-act during crises. Crises are what brings home the gaps & holes, failures & follies. One should perhaps be thankful to crises coz but for them little would have changed since 1947 – just ’em gora sahibs replaced by ’em brown ones.

    What will/did this crisis achieve? Thats what I am waiting and watching for. Best case is an institutional response against domestic enablers of terror that has so far been woefully lacking. Delinking investigation and prosecution, law-enforcement and the ruling party, fast track courts and nationwide databases, emergency procedures, 1-800 numbers and the like. That would be an awesome achievement in as large, diverse and chaotic a nation such as ours.

    Of course, I realize that this crisis is too small for such overarching changes to be instituted but a start down this road would be awesome. Hopefully, that’s not too much to ask for.

    That would be better to aim for rather than an all-out war fought with nebulous strategic aims.

    What can aam aadmi do? Let your votes do the talking. And vote with your money against anti-national media channels by writing to their advertising sponsors. Make your voice heard online and offline.
    Also, emergency response websites detailing contacts and other details of major police stations, fire stations, hospitals and such for the top 20 cities in India would be a start too.

    In another instance, a General sort of suggests that there were no hostages in Oberoi Trident. (Clever.) Then, our herione of revelations calls the head of Oberoi, and the idiot confirms a possibility of 100 or more people still in the building. Hello! Guys with guns, you’ve got more goats to slay. But before you do, you’ve got to love NDTV and more precisely Ms. Dutt. She’s your official intelligence from Ground zero.You do not need to be a journalist to understand the basic premise of ethics, which starts with protecting victims first; and that is done by avoiding key information from being aired publicly—such as but not limited to revealing the number of possible people still in, the hideouts of hostages and people stuck in buildings.

    Imagine you’re one of those sorry souls holed-up in one of those bathrooms, or kitchens. A journalist pulls your kin outside and asks about your last contact on national television, and other prying details.     I would certainly not recommend a military attack on Pakistan for the following reasons:

    1) Who am I to recommend an attack in which thousands of brave men may have to die for the pathetic mistakes of the ruling elite who never get to bear the brunt? [except for loosing elections, which doesn’t matter anyways!!]
    2) Can we bear the economic cost of a military strike, given the fact our fiscal deficit is already high and given that we are slowing down and we may not grow at 9% again in the near future?

    As you have suggested, I would say a strategy with minimal losses of lives but causing maximum damage, possibly on the western side of the pure state should be our best bet.

    Am asking again, just because we are a democracy, does a common citizen have a voice to suggest waging a war on another nation [forget Pak for a moment] unmindful of the cost [lives, physical, monetary etc] of the war?

    Do we have enough chanakyas in our ruling elite to craft such a strategy?

    I subscribe to the “TSP is nook nood” hypothesis. But even then, they have enough conventional weapons to target, say, Mumbai. No one wants to get tens of thousands of good Indians killled just to let a little pressure out of the cooker.

    1. The Western media rarely takes cognizance of terrorism in India. But this time it was different though the number of people killed here was much less. It was the top news in the websites for 3 days. Is it just because of some victims being Westerners? Or is it because the whole thing took 3 days to get over completely? Or is it because posh locales in South Mumbai were involved?

    2. The terrorists seem to leave many tell-tale signs that lead to Pak’s involvement. I mean it is as IF Pak govt wanted INDIA (and the world??) to KNOW that it (or atleast “elements” in Pak) was responsible. Why should they do it? They usually operate through plausible deniablity. My take is this: there has been a standoff between 2 factions in Pak – the subtle civil political class plus “refined” military wallahs on the one hand and Taliban plus AQ plus fanatic mullahs plus “jehadi” military wallahs on the other hand. Now the former like Z man, Pasha and Kiyani to some extent want to “control” the latter. This was what happened when ISI was brought under Interior Ministry. However gov had to retract because the latter group seemed to have more might.

    3. From reports the terrorists seem to belong to the latter group mentioned above. But the question is “Why did they target Brits and Americans”? This argument of affecting India’s “relation to the world” is a bit flimsy. Even if I accept that, why target the Jewish center?

    So here’s my final take: The jehadi-mullah-AQ-Taliban group creates this incident to show who is in control. They WANT India to do some military buildup along the border so that these generals can force the other “refined” to generals to shift troops to LOC. Also, they need no longer kill their own brethren by following Uncle’s orders because there will be little troops in Pak’s West side now. So why attack the Jewish center? My guess is just to throw the world’s scent (but not necessarily India’s because they want a war or atleast confrontation with India) towards AQ or jehadi groups but not to Pak gov.

    So what should India do? Z man is India’s best bet at this time IMO. His gov should be protected and he should be asked to hand over head of LeT (he himself said that his gov is also fighting LeT) and Masood Azhar to India for starters. He should also be told if he can’t take out LeT, India can help (with plausible deniability of course).

    लगातार दौड़ रहा हूँ मैं
    पर यह निगोड़ी ‘माणस गंध’
    छिपाए नहीं छिपती।

    तो ठीक है
    इस गंध को ही
    हथियार बनाना पड़ेगा अब मुझे…

    लो,
    दौड़ना छोड़कर आ खड़ा हुआ हूँ
    तुम्हारे सामने
    निर्णायक युद्ध में,
    क्योंकि अर्थहीन हो गए हैं।
    वे सारे देवता
    जिन्होंने लिया था भार भारत का,
    लोकतंत्र के योगक्षेम का,

    जय अथवा पराजय
    अप्रासंगिक है
    मेरे और तुम्हारे इस युद्ध में…
    प्रासंगिक है तो केवल
    तुम्हारा आसुरी उन्माद,
    प्रभुओं की नपुंसकता
    और मेरे अभिमन्युपन की
    शाश्वत माणस गंध!!!

    Expressing a growing concern in Pakistan about a likely Indian response to the Mumbai terror attacks, Sheikh Rasheed Ahmed, who until early this year served as Pakistan’s federal minister for information and broadcasting, warned that if India attacks Pakistan, several Pakistans will be created within India.

    Urging the Pakistani government to give a suitable reply to Indian accusations that the 11/26 Mumbai attacks were planned by Pakistani nationals, Ahmed added that the U.S., Israel and India are working to dismantle Pakistan’s Inter-Services Intelligence and the country’s nuclear program.

    Ahmed, who early this year formed his own political party called the Awami Muslim League, also asked the government of Pakistani Prime Minister Yousuf Raza Gilani to stop the supply lines through Pakistan to the U.S. and NATO troops in Afghanistan. He added: “If Pakistan stops the supply lines, NATO cannot fight the Afghan war even for two days.” [2]
